Singur and West Bengal, are you listening

Some years back Tata Steel ran a creative ad campaign with a cryptic slogan: ‘We also make steel’. It claimed, quite legitimately, that apart from its main business activity, the company also ran the best-managed industrial township in Jamshedpur, encouraged sports and supported other corporate social responsibility initiatives. In other words, steel-making was sought to be projected almost as a byproduct of the company’s larger commitment to the nation.
In the context of the Tata Group’s proposed investments in West Bengal and Bangladesh, I am tempted to speculate: if the road blocks to these investments are cleared, and the Tatas set up the small-car plant in Singur and the steel-power-fertiliser complex in Bangladesh, might these enterprises some day prove to be byproducts of a larger endeavour, namely, economic reintegration of the two divided halves of Bengal?
This possibility is within the grasp of the people and politicians of India, especially of West Bengal, and Bangladesh, to close the chapter of artificial division and open a new one of cooperation and co-prosperity. Yes, it is within our grasp if only we care to listen to the great call of 21st-century Asia and also to the centuries-old music of the spiritual-cultural-social unity of Bengalis on both sides of the border.
It is not difficult to know why some sections of Bangladesh’s political and intellectual establishment — since its creation in 1971, the country has received only $3 billion of FDI — have fiercely opposed the Tatas’ offer to invest nearly $3 billion in the country’s core industrial sectors. The main reason lies in the rise of anti-India sentiments, stoked by the rising power of foreign-funded Islamist forces. These forces are also the principal opponents of India-Bangladesh cooperation to harness the latter’s considerable natural gas reserves. India-locked on three sides, Bangladesh simply cannot use its natural gas except within a framework of cooperation with India. Yet there is an entrenched mindset in Bangladesh that resists such a move.
What is appalling, however, is to see that some forces in our own Bengal seem determined to keep it industrially underdeveloped, economically stagnant and thus incapable of opening new avenues of employment and wealth-creation. Until recently the communists themselves were responsible for Bengal’s de-industrialisation. But now that the CPM has finally realised its mistake, its opponents are using the traditional communist methods to oppose a project that promises to become the harbinger of the state’s re-industrialisation.
How ironic. With due respect to Mamata Banerjee, who is spearheading the opposition to Singur, I have to say that her agitation militates against both West Bengal’s immediate interests and India’s long-term interests. She has many admirable qualities, but if she wants to be taken seriously as the potential successor to Buddhadeb Bhattacharjee, she has to look beyond her party’s rural base for the next panchayat elections. She must expand her vision to see the big opportunity that India has not only to accelerate economic growth in our eastern and northeastern states, but also to pull our estranged eastern neighbour into a new paradigm of sub-regional cooperation, which alone can make Tagore’s dream of ‘Amaar Shonaar Bangla’ for undivided Bengal come true.
Today, regional and sub-regional cooperation is the axis around which the wheel of economic growth is turning. The nay-sayers to new investments in West Bengal and Bangladesh should glance eastwards to see how this wheel has turned in the direction of poverty alleviation, employment generation and shared prosperity. Not long ago, undivided Bengal was more advanced than several countries in Southeast and Far East Asia. Kolkata itself was ahead of Shanghai. Today, if Malaysia, Thailand, Indonesia, South Korea and, lately, even Vietnam, have left West Bengal and Bangladesh far behind, it is primarily because they
realised the virtue of economic cooperation. Fifty-five per cent of Asia\\'s trade is now within the region, and this figure is rapidly rising. No wonder, America and Europe have had to confront the truth, which was unimaginable earlier: their domination of the world’s economy, and hence politics, is nearing an end.
Every vibrant centre of enterprise has a demonstration effect on the neighbourhood, eventually leading to a symbiotic way of collective growth. Thus, Singapore spurred Malaysia’s success. Japan’s miracle influenced China, and today China’s growth sustains the Japanese economy. In spite of the political problems between the two neighbours, today there are 35,000 Japanese companies operating in China, employing 10 million Chinese. There are also 100,000 Japanese working in China. Goods and capital are moving almost freely here. The Asean and East Asian region have been transformed into an integrated manufacturing plant, in which some components are made in one country, others in another country and the final product is assembled in and exported from a third country. Can we not envision a similar transformation in our eastern region? Is it impossible that an economically vibrant West Bengal will not open the eyes of Bangladeshis, just as the success of Narendra Modi’s ‘Vibrant Gujarat’ initiatives have opened the eyes of many communists, whether they admit it or not?
What India and Bangladesh need are visionary leaders in politics, business and public life. Leaders who refuse to live in the past and are determined enough to script a new future for our children whose grandparents were, after all, once part of the single family of undivided India. In this endeavour to re-integrate our two countries economically and socially, we should learn from the EU. Last week some Auroville-based European devotees of Maharshi Aurobindo organised a seminar in honour of Jean Monnet, a French statesman regarded as the architect of European unity. From the ashes of World War II, he extricated the golden idea of economic cooperation. He began with something as mundane as establishing the European Coal and Steel Community with Germany and France, bitter rivals in the war, as its core members. The idea evolved and engendered the EU. It now has 27 member-countries, which have broken down walls that divided them in the 20th century. Shouldn’t India and Bangladesh pull down the ‘narrow domestic walls’ keeping them apart to the detriment of both?

Till a few years back its was the left parties who were against industrialisation of bengal and as the wheel of karma moves they are now the victims of thier very own ideology. They did it to for thier political gain in these last so many years, and calcutta which was once a vibrant city came to be called as a dead one! And now as thier own deeds look straight on thier faces in the name of Ms Bannerjee, I wonder if the left parties would pause and contemplate on the real cause of the problem. They should not feel grim as neither did they bother about India's future or its growth when it came to the nuclear deal and the years of nuclear isolation it has faced. Well, it breaks my heart to say that the beautiful land of bengal with very warm people and amazing culture would continue to suffer and even slide backwards in this race for development within India and Asia and all thanks to Ms bannerji's ambitions of getting into Writer's Building. And we all know Singur's fate after Tata's walk out, sadly by the time the residents of Singur realise it.. it would be too late. And best of luck to Mamata banerji... may she reach the writer's building and then it will be for the whole country to watch the disater she would bring on to Bengal!

And what a twist of fate would it be if she still doesn't reach there... just the right story for research students in politics!

Tata's walkout would be a curse on bengal's development for years to come. It took CPM alomost 30 years to realise thier mistakes, can we afford to loose anymore time till Ms Bannerji realises hers?

Tata Motors is on the verge of officially announcing their pullback from Singur. Mamata should be solely blamed for depriving Singur in particular and entire west Bengal in general from the enormous benefits that Nano was sure to bring along.The impact is not limited to this project alone but is far seeking since it has sent across worst signal possible for the future investors .Government had declared the enhanced package catering to all sections of the farmers affected by the Nano project.That was the best that could be given since Tatas were firm on maintaing the integrity of the mother plant and ancillery units and Mamata's demand of giving back 300 acres land to 'unwilling' farmers was never feasible. Mamata's demand was unethical since even if Tata was forced to agree to give away those 300 acres then it would have been injustice to more than 80% of the farmers who had already willingly given away their land( around 700 acres) and taken their compensation.The land price was sure to soar high if the Nano plant was made and those 'unwilling'farmers would have opportunity to sell their land in future at much higher price.Why should majority of willing farmers be deprived then and what would have happened if they also claimed their land back?After giving away all 1000 acres, would nano plant be made on singur's air?The only feasible solution was best possible compensation package which Government announced and which had majority takers among the affected farmers of singur.If government has to be blamed, they are to be blamed for not taking any hard stance against an unethical opposition leader who is such a roadblock to any progress in bengal.People of Bengal had already rejected Mamata and her selfish detrimental politics in every elections - still it is unfortunate that she had the ability to have a such a huge defining negative impact on the state.

1 Why TATA is adament on 400 acres when The Statesman revealed the land requirement of othe car manufacturers around the world is much less?
2 Why the ancillary units canot be located outside? TATA looses a small profit because of transportation charge ? is that important than 14000 farmers whose livelyhood is lost?
3 Bajaj is already building similar car ? What happens when TATA decided to close down the nano?
4 Every democratic Govt in the world discuss with residents before any activity is taken at their place. What is the history of CPM ?
5 This is a people issue. A serious one. Anger against a buch of fake communists. Not anything against industrialisation.

According to you the number of anicliery units is 55.Well,How come Mr Nirupom sen say it as 63 initially?How come the Tatas are not ready to comment on the numbers?Does anyone knows the name for all 55 units?Does any one knows what these 55 units will produce?Do you have any supporting documents where the number 55 can be proved?

It is not the question of debating just for the sake of a debate.It is the question of transperance(Which the Tatas also expected but they themselves are not ready to be transparent).This is because the whole project has been termed as "Public purpose" and the tax waiver given to the Tatas shall be bourne by the common "public" only.So common public has all the rights to know the details of the project.

I am not sitting at Singur my friend.I also do not use any laptop to spread miscommunications.But being a common public of this state,I feel i have the rights to ask these questions where our money is at stake.

Do not think I am a supporter of Mamata Bannerje or I am against industrialisation.What I wanted to say was from the very begining this entire project was handled wrongly(and still it is being handled wrongly) by the Govt.Initially Tatas made the Govt bend down in front of them(Other states have made it very clear to the Tatas that they have to get their land by themselves and they will only be offered industrial lands).Why couldn't the Bengal Govt do that?Why things were not made clear from the very begining and made transparent?(Its still not transparent).

It is of no use just shouting "we want industrialisation"You have to be equipped enough to handle situations when industries rush in where the Govt has miserably failed.They have even lost the Panchayet elections miserable which potreyed the popularity of Mamta among the poor farmers(They thought her to be a messiah).She is into active politcs and took the chanceThats none of her fault.Anyone into politics would have done the same.

Its amazing that none of you have rational thinking and not going into the root causes of this problem so that we can avaid any more singurs in the future.

Lets put it this way. If the 400 acres of land is given back. Od you think, the sol called unwilling farmers will do cultivation in the land. When the real estate prices will skyrocket. The same people will sell their land for sure and no cultivation will happen. Common man known 10 ruppee per Kg of potato in 400 acres is much much less than the money they will get in the real estate boom. So stop playing fiddle about the 400 acre cultivable fertile land. Its not sympathy for the unwilling farmers that cause created the whole issue, but rather greed that is the reason for the issue. Mamata strongly belived that TATAs will not leave bengal, and wanted to take a share in the credit of bangal CM's industrialisation process. She thought she would be able to boost her image by fighting for common man's cause and take credit as the Tata Nanon rolls out of bengal. But unfortunately, she didnt realise that she has crossed the thin line. Anyway I would say bengal stands lost an opportunity of creating a place like Jamshedpur.

pratima..i never said it cannot be made cultivable. I just said common man will never think about that given the fact that he can earn more from the real estate boom.

Now about your calculation. Please read the annual reports of various tata companies over the past 15 years. you will see how much they written off in various way. Tata companies have never been the best run corporate houses, if you have to look from profit perspective. If they were best run with profit perspective, then they would have over run most of the fortune 500 companies. But if you see them social responsibility perspective they are best run. They care relatively less for profits when compared to other corporates. If the bengal is going to give an environment like kerala by frequent strikes and bandh, which one can always expect in Bengal.(Read my blog) then 1500 crore loss would be nothing compared to what they would loss in the long run.

pratima..squeezing the poor farmer by not giving proper compensation..Just go back two years back and see what the price of the land in singur, when singur was not in Nano's radar. have you ever visited a place called Jamshedpur? In your life time, if you really cared for development and standard of living just visit the city and talk to the people. You will know what really social upliftment is. The so called "squeezing of poor people" are too big words for you to understand, coz you might not have felt what real squeezing means. Most people read the communist ideologies with a preset mentality of corporates or enterprenuers are villians of common people. So they often missout the bigger picture of social upliftment and better living conditions. Before one reads communsit concepts, i would say one should always understand the difference between need and greed. They are often misunderstood.

You promise me to give 1000 rupess today and on your word i made some commitments. Now you come and say. no I will give 600 rupees cash and 400 in cheque. What will happen, i cannot fulfill my commitment. Also you dont have the moral right to ask what are my commitments?
Now profits and transportation. I think its wise to buy from government the land rather than to buy the same piece of land from the farmers for a higher price (later) just because the real estate has boomed.

Absolutely, Nagu... Am in full agreement. The entire area would have been transformed. The TATAs have always been a company with a social commitment and this is quite evident in all their ventures.. They are an Indian company to be proud of.. However, I feel there is no point explaining such things to people like Pratima.. They do not have the broadness of vision to grasp such things..

Why dont you ask the same questions on the money spent on public roads and what happened to taxpayers money? Pratima and some others are too concerned about the plight of farmers. It is not very clear whether they are concerned only about farmers of Singur or about the whole of India. In one of my earlier post I mentioned that close to 150,000 Indian farmers committed suicide in nine years from 1997 to 2005 according to last available official data. No data after 2006 is available. I also mentioned that experts like Professor Nagraja and P. Sainath aptly termed the Big Four States Maharashtra, AP, Karnataka and MP as the Suicide SEZ or 'Special Elimination Zone' for farmers. None of these states are ruled by communists. All informations are obtained from Government of India sources. It is obvious that Pratima did not read this post. She referred 'lands offer from other states' - states which are termed as Suicide SEZ for farmers! Amazing!

I want to mention another salient feature regarding farmers' plight:
do anyone know that a bag of seeds contains a notification "Germination rate 65 per cent." Farmers of a village in Guntur district of AP explains: "It means one-third of the seeds will not work. When we pay, we pay for 100 per cent, not for 65 per cent." In short, if farmers of this village pays for 1,000 bags of seed, they are only getting 650. How many voices have been raised against this rampant cheating? Do anyone know that use of insecticide in Indian agricultural fields are two and half times higher than rest of the world? Do you know that the indiscriminate use of the insecticides is one of the root causes of health hazards among the people of India? This is not farmers' fault; they should be technically better informed to use fertilizers and insecticides judiciously. According to Government of India, West Bengal is among the few states where farmers are better informed technically. And this is mostly because of government agencies. How many so-called individual sympathizers are trying to make farmers better informed technically on their own?

You have mentioned about Jamshedpur.Jamshedpur is in the state of Jharkhand and according to the economic condtions of all states in the country Jharkhand comes last.Do you really feel Jamshedpur had any contribution ins the entire states development?Jamshedpur has been flodded with outsiders(Officers from Tata group) but the locals have been poorer.After 100 years of Jamshedpur,Jharkhand has only gone backwards.

Let me say others.I am not only talking about the farmers of Singur,I am also showing my concern about the process of industrialisation.Take the example of Punjab where the per capita income is the higest in India(Even higher than Maharastra) but how many heavy industries has been set up there?The state is mainly depended on Textile industries and small scale industries.How come they have developed the state in such a manner without any industrialists doing "secret trade" with the Govt?

Oh, you are again making misjudgments. How do you know that there is no 'secret trade' between the government and industrialists in Punjab? The situation there is not as rosy as you think. In fact, it worsened after 1990 because of extensive and indiscriminate use of pesticides. Who misguides farmers through massive publicity to sell pesticides and earn huge profits? Small scale industries? Dr. Umendra Dutt, Director of Kheti Virasat, a non-governmental organization said "as crops were failing year after year, their (farmers') debts increased. In the hinterland of Punjab, honour is a sacred word. The people here are a proud lot, and they attach great importance to their dignity. As moneylenders came knocking on their doors, they could not hide their shame and hundreds of them committed suicide." “Have you heard of Punjabi farmers committing suicide previously ?” Dr. Dutt asked. The organisation is now propagating organic farming and sustainable development and trying their best to change the condition.

Have you ever heard of Jaideep Hardikar, a Nagpur based journalist? He is a winner of 2005 scholarship for a research study on the agrarian crisis in Vidarbha region of Maharashtra from the Prem Bhatia Memorial Trust, New Delhi. He also received several national media fellowships and was the winner of the 2003 Sanskriti award from Sanskriti Foundation, New Delhi. He studied the condition of farmers in Bardhaman in West Bengal and published an interesting article viz. "Burdwan's farmers are faring better" in 2007. Please try to get a copy of it and before citing examples of Punjab or any other state, please read it. It may help you to understand your state.

In today's world information is not too hard to find. Be informed to take appropriate judgment.

pratima..jamshedpur..jharkhand. read history when jharkhand state came into existense. Go through the jharkhand state revenues and see how money is coming. Dont oppose for the sake of opposing.
You want to know about Punjab. Do you know the rate of growth of Punjab vis a vis other states where multiple companies have invested. you might not like those statistics. Oh..you might not have read the news about punjab also trying woo Tatas for Nano. Also this state doesnot have th goonda labour unionism (Psuedo Communism). Also this state have not seen so many strikes and bandhs as bengal/Kerala has seen in recent times. And one more thing..I never have thought/said you are against industrialization.

Anyone sincerely intersted in the welfare of farmers in Singur would
NEVER oppose the TATA MOTORS setup in Singur.Why are so called social
activist groups vehemently protesting against the proposed set up of
Tata Motors when it in fact has already employed a substantial chunk
of unemployed youth on the path of destitution after having imparted a
hands on training to them . Does the fact that a farmer father of 2
sons has committed suicide after learning that TATAs are on the way
out , not clearly underline what the farmers really want . How lonng
will sons of farmers continue to remain farmers in crushing poverty
where small land holding severely affect the productivity of crops.
It is vital to go down to the actual "grassroot
level" to determine the real economics of the situation. As a bengali
who temporarily resides in Tatanagar , a city set up by the tatas i
would ask them to understand the positive power of an industry on the
lives of common man.
It is time for the citizens to raise their voice again skewed
illogical political views of the likes of one Mamata banerjee and her
illiterate compatriots who have but their vested interests in mind.
It is time for us to steer the nation towards its developement , wake up citizens,its high time

SASMA50 NEEDS, Few issues need to be clarified on the great singur controversy to all students of history

i) Tata's are considered to be level headed and professional decision makers; what prompted them to consider west bengal as an investment destinatiom and believe the ruling elite; should not the whole state political class and the prevailing political and social history be be taken into account for such an important investment decision

ii) common sense says that the present political class, including the opposition, has achieved succes through perfecting methods of destructive actions through the famous slogan "cholbe na" "Bhenge Dao, Gurea Dao" etc.. and so forth; perpetration has been so long that it has got into the social fabric of the bengali race for few generations who grew up in the shadow of the great communist rule; those who did not succumb to the concept and ideology, having had the means, left the state long ago and continue to do so even now; how did the Tata's expect such suitably trained persons to suddenly become institution builders, how such destroyers of institutions can become institution builders; were they guided by emotion or hardcore business consideration; if hard core business consideration was the reason, consideration the requirement to keep the price factor of the car, was it worth taking it?????????

Dear Pratima,
Attributing the loss of left in Panchayat to Mamata's charisma is noithing but a poor joke and seems you are totally unaware of reality.The loss was mainly because of the mass coalition between Trinamool,the Maoists,Congress,BJP,SUCI and the party led by the Muslim fundamentalist called Siddiqullah and all pssible communal, terrorist,anti developement forces.Left's overconfidence at the grass rot level is also one factors.But claiming that Mamata Banerjee as the saviors of farmers of rural Bengal is nothing but laughable stuff.Her party consists of people who were Zamindars and feudal lords who exploited the faarmers like hell till the left came to power and undertook operation Borga.

and to pratima i would say as a bengali studying in jamshedpur, i say be here to believe the state of industrialization in jamshedpur despite it being in jharkhand ,all because of tata steel, tata motors , tata power, and believe me TATAs contribute much more to the society than any politician ever can dream of , in terms of building schools, hospitals, roads, you name it Tata's have done it, the only philanthropic organization in india. I invite you come see what jamshedpur is , then drop a comment friends, and compare it with singur which ofcouse will continue being a village with poverty stricken farmers.

I have alreday posted comments earlier about Jamshedpur.You maybe staying inside Jamshedpur City.BUt go to remote places of Jharkhand and see how poverty stricken the state is.Singur was never so poor.One more thing I would like to add here.There are many more industrialists who are coming to bengal like Balaji group,Jindals,Shyam Group etc.No one has ever complained about Mamta threatnening to force them out.Rather,Jindlas have appriciated TMC party workers for their cooperation.So it is a false allegation that Mamta wants to pull the state back.These industrialists did not rely on this worthless Govt to encroch land for them,rather they have gone to the farmers directly,spoken to them and have bought land from them paying proper compensation.

It is entirely the Govt at fault for this whole Singur episode.If someone is to be blamed by saying "pulling the state backwards" then this hypocrite Govt should be blamed.

1]NANO plant will generate acceptable revenue for state govt.IF yes,after how many years of commissioning of NANO plant?(while calculating pl include those hundreds of crores @ atleast 10% for 30 years)
2]Employment generation will be more than employment lost.(also calculate how many employment could have been generated with those money or how many unemployed youth could have been benefited in the form of soft loan given to them. )
And one suggession to you:don't invest your hard earned money in a bank or financial institution rather you invest it in the party fund of CPM because all you know that the income of CPM party has more than doubled in the 5 yrs period 2002-2006.FANTASTIC RETURN!

Looks like whatever good sense was available, Forward Bloc grabbed it. So far so good, but political parties are hard to trust. After Mamata's usual, FB's 'bhelki', now RSP is trying to make point. And Congress swings like a pendulum.

My point is if any party has a mandate, do what majority people of the state want. Donot compromise with vested interests that will harm the state. Leaders have to take difficult decision. There is lies the responsibility of a party.

It is up to a person to put forward his views where naturally there is a difference of opinion. What one thinks positive, others may take it as negative. But how far it is justified to make adverse personal comments on Mamta Banerjee and her role at Singur, when she already commands support of the farmers who are not interested to give away their land and have not accepted the compensation package. Spitting derogatory words can not be considered as part of any constructive discussion and such, it is sheer waste of time and energy to respond.

It is not necessary to be an automobile expert to understand simple things that are well scripted in the agreement inked by Tatas with the state government and WBIDC. The basic fact that when half of the Nanos will be assembled all over the country, where is the logic of ancillary units to stay as baby in arm at Singur? Even the entire assessment of the land is doubtful. Tatas are in habit of possession large areas of land much more that what they actually require.

Right from day one, government ignored the farmers and never consulted them. Similarly, the agreement that does lots of harm to the people of the state, every effort is being made to see that people do not know what they are to pay from their pockets. Industrialization is also important and necessary to improve lives of people, but how can we ignore to learn lessons from the mistakes already committed. The experience so far is that most of those who have been displaced are victims of development and not its beneficiaries. A demographic change that takes place in the area also needs to be studied
Those who fear that Tatas will go out of Singur, I again would like to impress upon all that Tatas will never, never go out of Singur, even if they are asked to do so. The facilities and the monetary concessions, sops and gifts that are showered upon them, has no parallel any where in India or in the entire world. Those who feel that Tatas will go to Orissa, Chhattisgarh, Karnataka or Maharatra or other places should also know that in those states also, Tatas are not going to get the similar facilities and concessions that they have managed to secure at Singur. No state in India is going to give them 1000 acres of farm land just on the outskirts of their capital cities where as Singur is close to Kolkata Metro city, on expressway at a strategic prime location. Moreover, house of all those states are already on fire with displacement related issues. Even Tatas have burnt their fingers in few of those states where their repeated efforts have failed miserably.

I would again like to invite the attention of the viewers to have a bare look at the clauses of the agreement that makes it crystal clear about the sacrifices that the people of West Bengal are to make. A bare perusal of clause 7 and its sub clauses are enough to understand the basic fact that the authorities have inked the agreement without taking into account the inflationary trends and the value of money Rs. 200 Crore given to them at a negative rate of interest, when Tatas will be required to pay back in five equal yearly installments beginning after 21 years from now. The state has also failed to do care about the huge money in shape of total sums of state taxes that Tatas will receive but will pay only after 31st year extending to 60th year from now and that too, again at a negative rate of interest!

The story does not end here. As has already been stated earlier, besides the above, people of West Bengal will have to bear the burden of paying the corporate income tax of Tatas at Singur and also pay the excise duties of the car to be manufactured at Singur, that too for Ten years at stretch. Yes, Electricity assured at unchanged rate of Rs.3/- per unit irrespective of what others are required to pay not only for themselves but also to bear the burden of the portion of any hike in tariff rates in future on the electric to be consumed by Tatas and ancillaries at Singur.

As if the above gifts are not sufficient, there is a bonus of 650 acres of prime land in Rajarhat New Town to Tata Housing Development Company and also joining Bhangar Rajarhat Area Development Authority for building an IT and residential township, jointly with WBIDC.

Remember, the above discussed favours are granted not to any unemployed technocrat youth of West Bengal but to a well established, cash rich, fifth generation industrialist who has expertised in successfully exercising his influence on the decision makers in the state of West Bengal to fill their coffers to be more wealthier, without even bothering to see that it is the common people of the state including the poorest persons; who will have to bear the burden not for a day but almost extending up to sixty years from now.

Is this the definition of Corporate Social Responsibility of the largest investor of the country, who has spent nearly Rs. 60,000 Crores in cash and borrowed much more to acquire many overseas companies in last few years alone but when at SINGUR, plays with the sentiments of the people of the state despite they have been forced to extend the financial support and make sacrifices.

Where is the Corporate Social Responsibility when 3400 Acres of farm land was forcibly acquired from the farmers of Gopalpur in Orissa in the year 1988 to set up a steel plant that has never been established there even after twenty years? Have they cared to study what is the status of those who have fallen the worst victims of the developmental process set on their sold by house of Tatas? The way Tatas have played with the sentiments of the people of the state resorting to blackmailing tactics and imaginary threat to quit brings their image down globally.

If your opinion has merit, please take it to the people through the established democratic channels and institutions. Go to the electorate; go to the judiciary.. I do not know if you follow the US Presidential Election. Whatever venom Obama has to spew on George Bush's policies, he is doing it via the Senate, via the campaign and the debates..He is not sabotaging a whole nation by disrupting public life or by hijacking a work-in--progress. That's what distinguishes the third world from the civilized world.
I am yet to see one economist of any eminence oppose the project on account of economic viability. So I am not ready to listen to the likes of Mamata Banerjee whose academic credentials may be a tad better (or worse) than a maid servant or a chauffeur.

praveen...good analysis. But unfortunatley, there are certain things you failed to understand. The process of manufacturing is not that simple as you think. The first set of nanos that will be released can only be released with the help of industries set up all over india. but if it has to sustain the profit and continue next batch of the nanons, it has to be from the same place, otherwise it will be economically viable.
Your language of "coffers of wealthy" etc shows how many generations you are behind. The spirited words and communist ideologies had inspired me for years only to understand that the ideologies are the grossly mis understood one. The ideaologies as they passed on last its real crux of human behaviour and was deliberatley ignored. Behaviour of the enterprenuers and "rich" was only considered and the problems were knitpicked, while the behaviour of the poor was deliberatly ingnored by putting on the social conditions. I have seen infront of my eyes a boy born in slums of trivandrum, who worked hard to set up his factory, only to shut it out due to the goonda labour unionism. The hardwork he did to reach that level was never cared. He and his sons were seen as rich and capitalist villians. profits fill coffers of wealthy and poor men will be squeezed until his last drop of blood. When 1500 rs per month salary was given to two poor labourer, one spent his money laundering and other spent money saving. The preson who saved in the end started his own company. now the person who has saved money will be seen as capitalist goonda and the person who squandered the money will be seen as "poor" labourer. I have seen people across the world, who hated to work in kerala, mainly becuase, you cant earn for your hardship and who left to other places to see the livelihood. You will not understand this, coz you chose not to see the other side of the coin, as you are so much inspired by one side.

Well, I expect my chief minister to back a winning horse not gamble with an inexperienced fresh unelployed technocrat. Unemployed technocrat is bad news. Investment in industrialisation is not charity.

Umemployed technocrats doing sudden wonders are only in movies not in reality. But once we have progressed a bit, govt can start initiatives on a bogger scale for enterpreneurship and self employment.

Why does everyone see Govt. as same as the CPM party? What ever losses and advantages a govt can get stays with govt and passes on to the next, irrespective of which party comes into power.

Hello Pravin. It was a pain staking analysis done by you and it surely catches ones attention. But I find that one very important point has not been considered by you. West Bengal is a begger state and since beggers cannot be choosers, therefore such analysis has really got no real time value to anybody and for the states future.

Any body with a fair thinking will understand that stupidity, callousness and arrogance coupled with a destructive philosophy, were the hallmark of the west bengal communists and their left front partners attempt of bringing indutrialization to the state.

One must understand that success itself on its own always is a huge paradigm and the process by you achieve success is always the one a successful entity will follow.

The same is seen her in this singur written all over because the same philosophy and process methods that they adopted to drive away industry form bengal was being used to bring back industry. I think this is only possible for human beings who have lost all touch with realism and fairplay and common sense.

Without any doubt this was and still is a great opportunity to redeem te past and which must be grabbed by the bengal govt with both hands otherwise west bengal and its affairs will become the butt of jokes for future generations to come. An economically weak state will not earn for its own people also any respect from anybody in the world.

Sasma : While agreeing to most of your comments, I can only say that the mistakes that have been already committed for over thirty years can not be corrected with a magic wand and Singur is definitely not a magic wand. The entire good act done in land reforms by the state should have been carried forward to build a strong rural economy. Too much politics in each and every thing is also one of the major reasons for the disaster.

What is needed is to build an atmosphere of trust and good will and that can not be achieved the way it has been practiced at Singur. Average income of the poor people has to increase to bring in a change unfortunately, it is not happening in the state. People take pride in saying that it is so cheap in Kolkatta but the fact is that they have no choice. Take any service sector be it on the road say Taxi or street vendors selling food or tea, just compare with any other metro or any small town, result is in front of all of us. Properly cultivated long term policies that takes care of the welfare of all is the need of the hour and the way, the Singur agreement has been drafted and inked, it is going to create more problems in the days to come. A state can not become economically powerful until and unless, the fruits of development are tasted by all.

We are dreaming of becoming a global economic super power by 2020 but do not bother to see the bumps on the road. The huge army of unemployment educated youths whose numbers will be in crores by the year 2017 will act as bumps. The road to 2020 is not smooth. Tough days are ahead, the way we sail at present.

-No transformation comes without cost. When Mao transformed China through his "great leap forward", people had to pay. When Krushchev tried to move USSR from an agrarian economy to an industrialized one there were similar costs. Every industrial transformation has some costs; with respect to the other examples, West Bengal Government tried their very best to mitigate the costs. Ironically the "Maoists" are opposing it; seems like they have not studied Mao.

I am not sure if you read Sarat Chandra Chattopadhyay's Mahesh. Even more than a century back, there were reservations in moving from agriculture to industry and there were always mental blocks. That does not make it right. the reason I quote economists is that, its inevitable. If not via Tata, through some other agent urbanization is bound to happen. And that urbanization will be chaotic with ten times more environmental hazards (just as it has happened elsewhere in India).

I believe that all the drama played at Singur in the name of locating ancillaries must be a ploy to create lots of confusion and also to arrange for all the sops and monetary concessions. Once all done, Tatas can hike the prices within no time.

It is pity that the authorities have taken poor people of the state for granted who are now expected to make sacrifices for the comforts of others to see that the Nano is sold at one lakh rupees only. But who bothers what happens to those poor people!
The success story of COCHI is because the persons facing threat of being displaced had a say by the virtue of their presence in the coordination committee.

Unfortunately, at Singur, they had to face the wrath of the brave armed police force in large numbers, Section 144, Private militia buring Tapsi alive on the land forcibly occupied by Tatas.

Singur is a live example to justify, “All is fair in love and war”

While there is lots of open love for Tatas, there is an undeclared war with unwilling farmers.

Hi Pravin, thanks for your comments to my post. I agree with your comments; they are sensible and the right approach to take too. But just as when ones house catches fire one does not debate whether to stay on in or go out, one simply rushes out.

Looking in the same context, it is obvious that West Bengals future is on fire. We had just started to see a faint glimmer of hope for this hapless state.

Now hat could have been done by these incompetent rulers have been done. Damage is terrible for the farmers, no debate on that. So it is vital that we do whatever is practical and justly possible to mitigate the landowners sufferings and go ahead with the project.

I think this is the only way out of this mess. But I remain sceptical. Old habits die hard. How I wish I was proved wrong.

We all agree on one point and that the state must develop. But we must know first, what is the definition of development. Development of handful few at the cost of destruction is no development.

We need industries; there is no dispute on that. I should not be mistaken as a person opposing industries, but what I try to emphasis is that the approach has to be positive and it can not be one way traffic. What is happening and has happened at Singur and the terms of tripartite agreement tilts heavily on one side only. We are not going to get any revenue for almost thirty years nor are more jobs to be created. All those who are under illusion of 5000 to 25000 jobs will have to wait for few more days to see the facts.

If Bengal’s future is on fire, it is not going to change by Singur nor is Singur a magic wand. A whole set of deep thinking is necessary to analysis where we have committed major mistakes and how to correct the same.

Unfortunately, too much politics in each and every thing has been the major reason why state is not able to develop fast. Just exchange thoughts with those who are working elsewhere outside West Bengal, things will be clear on its own. The mistakes committed over last many years can not be corrected in a day.

We must learn how to deal with industrialists and how to respect our poor farmers. I also share with you that we must come out of our old habits. Unfortunately, it is not seen taking place.

Warning bells are ringing.

Despite sustained high GDP growth in India, latest estimates of global poverty by World Bank suggest that India has more people living below US$ 2 than even sub-Saharan Africa. These new figures should compel political leaders and policymakers to devise fresh strategies to reduce poverty. According to the Bank's new estimates not only is India home to roughly one-third of all the poor in the world, it has a higher proportion of its population living on less than $ 2 a day than even sub-Saharan Africa.

In sharp contrast, our urban areas gazzles with Malls, Multiplexes, Retail outlets of corporate houses, star culture and all sorts of luxuries that one can dream of, but it is limited to only about 14 to 20% of our population. Unfortunately, this is largely seen as the index of our development. Many children living in those surroundings do not even know what poverty is! They do not even know that most of their fellow countrymen in rural areas, even two square meals a day and safe drinking water is a luxury. Uncontrolled price rise is the index of creeping inflation of over 12% has already broken the back of poor.

In a recent report an Indian economy analyst associated with BBC News has reported “Inflation, economists say, is akin to a tax on the poor since food accounts for a relatively high proportion of their expenses….” “Roughly one out of four Indians lives on less than $1 a day and three out of four earn $2 or less...” and also “At the crux of the crisis is the tardy pace at which farm output has been growing in recent years.”

Though the Indian economy has been growing rapidly at an average of 8.5%, growth rate, it is not so with neglected agriculture sector which has a negative growth rate coming down to barely 2.5%. Despite the fact that farm sector provides livelihood to more than 60% of our 1.16 billion people, it is not attracting the attention of the successive governments. Farmers are struggling to procure quality seeds, fertilizers, and pesticides and are mostly depending on monsoon. Irrigation is a dream where as flood and draught has become a routine.

Even we do not support the farmers in marketing of their products. We procure wheat from our farmers at Rs. 750/- a quintal, but do not hesitate to pay more than double for poor quality wheat to Australian farmers.

Those who advocate industrialization on farm land, pretends that farm sector is no more remunerative. Those champions of development are not alone but even those chief ministers, who have neglected farmers in their states, are jumping in fray to appease Tatas, despite they fully know that their own houses are already burning. This is the reality of our present day politics be it Red, Safron, Green or of any other colour.

A very senior politician of the ruiling party in power, dragged in the name of Professor M. S. Swaminathan, to justify the actions at Singur, despite they know well what they have done. Prof. Swaminathan is the back bone of our sustainable agriculture leading to an ever-green revolution. He has stated “… in the last decade, the Green Revolution has faltered, agriculture is in crisis, and thousands of debt-ridden farmers have committed suicide.” He stresses on the need to have a long-term strategy to ensure increased production on farm sector and a better deal for Indian farmers. He also emphasizes that “food security is important for human beings, but it is just as important for livestock and animals. We have the largest number of cattle, goats and buffaloes in the world.”

He further states that “Farmers should not part with their land. What they need to start doing instead is to go in for water management, better threshing and harvesting, and pest-proofing.”

Recent food riots witnessed at Zimbabwe or Argentina over rising food prices should be the eye openers for our governments. They will have to learn to deal with Industrialists by showing them barren lands and putting brakes on use of farm land for industries, until and unless there is no other choice in the larger truly public interest. Going behind the blood of poor farmers could be dangerous in the long run.

BEIJING, Aug. 22 -- China's growing income gap is likely to trigger social instability after 2010 if the government finds no effective solutions to end the disparity.

Calling upon the government to keep alert over growing income disparities, the team found that the income gap in China has been expanding since 2003, despite some measures in place to increase income among those in poverty.

The team, headed by Su Hainan, president of the ministry's Income Research Institute, has used "blue-, green-, yellow- and red-lights" to predict income disparity trends. The yellow light warns the government to be alert and the red one means the disparity is totally unacceptable.

"Income disparity in China is in the yellow-light area now," the team warned. "We are going to hit the red-light scenario after 2010 if there are no effective solutions in the next few years.

Su's team found little reason to be optimistic about bridging the urban-rural income gap. Incomes in cities are growing at 8-9 per cent annually, while the rate in rural regions has averaged a year-on-year growth of 4-5 per cent.

The National Bureau of Statistics forecasted over the weekend that per capita urban income this year is likely to surpass 10,000 yuan (US$1,234).

Last year, the average annual income for rural residents reached 2,936 yuan (US$355), far behind that of urban residents, whose average annual income was 9,422 yuan (US$1,139) in 2004.

The team found that income disparity in rural areas is very close to the "red light." Average farmers earned 3.39 times as much as officially-designated poor farmers in 2004. In 1992, the disparity was only 2.45 times as much.

"The government's top priority is to make those farmers still in poverty earn more," the team concludes in a report.

A gap also exists among the urban residents. "And the gap is growing," added Xu Fengxian, a researcher with the Chinese Academy of Social Sciences.

He said incomes of laid-off workers are decreasing while the wallets of private business owners have been fattening at incredible rates.

The government has already become concerned by the growing income disparity."

It appears that systematic efforts are made to paint SINGUR as a symbol of the future of West Bengal more particularly glorifying the blunder as an act of reindustrialization of the state. Not only that, those who criticize the virtual surrender of the state authorities before the house of Tatas are branded as anti developmental forces or doing cheap politics.

Compensation package has been drafted without taking basics in to consideration nor involving the stake holder farmers in the decision making process but have been dealt with sheer arrogance and might is right theory by cracking upon them with lathis and tear gas shells. There are also reports that Tatas have stated before the Supreme Court of India that government of WB who has offered them the land at Singur, which they have accepted.

Bengal had the pride place in the history not only as a leader to our independence struggle but also as a major hub for industries and business. To-day, while we talk of reviving the old glory, we need to do lots of homework to study the mistakes committed in the past few years and how to correct the same. Instead of learning lessons, we are committing more mistakes.

Singing song of SINGUR is no solution. We must frankly accept the fact that SINGUR has been a blunder.

State government has inked an agreement which is a total surrender to the house of Tatas. While Tatas have managed to get every thing possible on the earth, state has failed to gain any thing but in fact agreed to pay them money to pay their taxes and duties, besides granting huge monetary concessions and exemptions.

Those who advocate SINGUR as a forward turning wheel for development fails to define what they mean by the word "DEVELOPMENT" On both fronts be it in creating additional employment opportunities and additional revenue generation that can be used for the welfare of the people, state has failed in both.
For employment of nearly 500 persons at Nano plant, nearly 30,000 farmers and labourers making a living on those farm lands are uprooted.

Instead of generating additional sources of revenue, state has to prepare budgets to make payments to Tatas for their presence at Singur.

The actions of the state leads us to believe that the definition of development has been redefined at Singur to blindly favour Tatas and ignore people of the state who will have to bear the extra burden to pay increased taxes and duties on behalf of Tatas.

If Tatas finally decides to leave, which is most unlikely, it will hardly make any difference to them. The hollow threat of Ratan Tata that though they have invested Rs. 1500 Crore, they can move makes me laugh. It is the state who has to think about expenses incurred at Singur.
Be it in the name of maintenance of law and order or the costs of acquisition of land or the payment of compensation amount to willing farmers or be it the administrative costs incurred so far and also soft loan of Rs. 200 Crore that has been given to Tatas for construction purpose, at a negative rate of interest (only 1% to be specific)., it is the state who has to thing how much they have already lost even if Tatas stay at Singur. This the definition of development, redefined by the government of West Bengal.

Nano will cost Bengal hundreds of crores a year

Sources in the West Bengal government’s finance department said the state had made budgetary provisions that would run into several hundred crores every year for 20 to 30 years to attract Tata Motors’ Nano project to Singur.

This payout was to begin from the scheduled start of the production in 2008. The project is now facing problems owing to protests by land-losers unwilling to compensation from the government.

Responding to questions raised on the basis of the contract signed between the state government, Tata Motors and West Bengal Industrial Development Corporation (WBIDC), the source said the state would also match any additional benefits accruing to factories in hill states like Uttarakhand, were these states to receive any further incentive packages in the future.

At the end of 2006, the state government had disbursed the first part of its support to Tata Motors in the form of a soft loan of Rs 200 crore at an interest of 1 per cent per year repayable in five equal annual instalments from the 21st year from disbursement of the loan, entailing a lock-up of the capital and loss of interest income on the amount for the entire tenure.

At a simple rate of 12 per cent a year, the interest subsidy would cost the state about Rs 25 crore a year. The state had committed to extend a loan of around Rs 400 crore a year at 0.1 per cent interest, payable monthly, for 30 years, as a matching amount for the value added tax (VAT) received by the state at the rate of 12 per cent on every car sold.

The 12 per cent VAT on the Rs 1 lakh base model would go up if more of the upper-end versions of Nano were sold, so the amount of the loan to be extended to TML could surge.

The state would also extend a loan to match the central sales tax collected on the vehicle, payable on each car sold outside the state, or aggregates of such cars sent to other factories, and this commitment was expected to cost the state at least Rs 50 crore a year, given the installed capacity of the Singur plant to make 350,000 cars and generate components and aggregates for up to 500,000 cars.

The state government had also promised Tata Motors subsidised power at the rate of Rs 3 per kilo watt hour (kwh), or at around half the price of power charged to high-tension industrial consumers in the state at present, in perpetuity.

This in turn would mean extending support to the tune of up to Rs 70 crore a year for the 997-acre factory zone comprising the mother plant, the ancillary and component facilities and all related infrastructure under the current power tariff structure.

Incidentally, land for the factory had also been provided at a subsidised rate with 645 acres being provided to Tata Motors at Rs 1 crore a year against market rate of Rs 19.3 crore a year in that area, and with 290 acres being provided for the vendor and related facilities units at Rs 23 lakh a year against a market rate of Rs 8.7 crore a year. This excluded the cost of acquisition of the land pegged at around Rs 120crore.

Dear All,

TATA group has finally announced quitting Singur, as we expected. I still had a glint of hope because of last minute's effort by our Chief Minister. However, he was not successful this time.

I am sad, too sad. Of course, one Singur cannot change the total economical scenario of one state; one car plant cannot solve the unemployment problem totally; one Nano cannot improve quality of life of all people. But there was a chance that it might have been a milestone. It might have raised hopes. As a people of this state we might have the opportunity to become proud once again. Nano is not just a car - it will be the world's cheapest car to be built indigenously. It is conceived by an Indian industrialist who has a long tradition behind him, not just an industrialist; it is designed by Indians, it will be manufactured by Indians. And what a wonderful it would have been if West Bengal became the labour room! But it was not God's wish or rather minority's wish. Late Nirode C Choudhury wrote a seminal book aptly titled "Atwaghati Bangali" (Self-destroyer Bengalee). I wonder if he is alive today, what he would say! Mr. Tata during the press meet said "I had said earlier that if somebody holds a trigger to my face, he will have to take the decision whether or not to pull the trigger, because I will not move away. I must say Ms Banerjee has pulled the trigger." He is modest. Bengalee as a nation is like a bunch of frogs kept in an open jar. No frog can come out; because whenever one tries, others will pull it down. Ms. Banerjee is a Bengalee and naturally she only knows to pull legs, not triggers. As a nation, we are lost; lost forever.We lost our inclination, our intuition, our willforce. One economist commented in a newspaper that Bengalees love to remain poor. He is partly correct. We also love cheap politics to remain poor. Politics and poverty are the two sides of one coin; both are complimentary to each other.

In a democratic setup, we understand, voice of the majority stands valid. Singur proved otherwise. Majority gave their lands, minority did not. The ruling government who brought the project in the state has a massive majority in the legislative assembly; minority opposition parties rallied against it. Majority in media supported the government; minority criticised. Majority people all over the state have been waiting enthusiastically for the first batch of cars from Singur; minority looked towards other directions.. Majority in several blog posts wrote fervently in favour; minority voiced different views. But the exit cannot be averted. Minority won, majority lost. And it happened in a democracy. I do not want to go into details about the reasons expressed by Mr. Tata. Everyone has probably seen it in television and tomorrow's newspaper will definitely publish it in full.

There are a few self-proclaimed minority pundits who while criticising the government and the majority partner also opined previously that TATA would not leave Singur and that they are just issuing false threats. These pundits have now made fools of themselves.

I am amazed that in today's TV channels a few expert economists raised a little accusation against Mr. Tata that he took a hasty decision and could wait a little longer. This is the problem with economists and MBAs. Even after so much knowledge they do not understand the basic compulsions of industry as a whole. The requirements of a heavy industry and a small scale industry are totally different. Probably this is the reason why mostly these professionals are not owners of industries worldwide rather they work as employees. Economists and MBAs definitely have important roles but a heavy industry like TATA MOTORS Plant require a team of professionals which will also include engineers, scientists, etc. It is also amazing that no TV channel invited experienced automobile engineers, agricultural scientists, HR managers, and other necessary professionals to take part in the forum discussions. We have only read favourable comments from Mr. Swaminathan but why he was not invited to take part in such a discussion where we might have the opportunity to watch a renowned expert. Even if he was not available, any other expert can be invited. There are many other retired agricultural scientists like you who could enlighten people much better than these urban pundits. Similarly automobile or mechanical engineers could explain the bare necessities for a large car plant more efficiently.

Mr. Tata said that the closure of Singur project does not mean that TATA Group as a whole will leave West Bengal. He also said about the forthcoming Cancer hospital in Kolkata. This is a kind of humanness about this industrialist. I have personally no great love for businessmen; I am aware that a good number of greedy businessmen worldwide has done lot of damages to the world and its people; there are ample evidences in support of their misdeeds. But that does not mean that all businessmen are in the same boat. There are good men and bad men; similarly there are good businessmen and bad businessmen. May be the GOODs are also minority; unfortunately, that is another reality..

It was expected and my congratulations to Mr Tata for taking such a bold and correct decision. All intellectuals must understand one thing, talking is easy and it is irresponsible when not followed by any action on their part. They underestimated Mr Tata. Here is an individual, who ia taking on the world and winning by virtue of doing the right things. For him action is more important then emotion and intelluctual discourse. Of course west bengals loss will be a gain for some other state. Will the lesson be learnt???????

I am deeply hurt for this ending. all my hopes for the future genrations of bengali boys and girls who are not in a position to come out of west bengal have been dashed and I think this is a blow, which we thoroughly deserved, has not been given to us in our history.

We might have been in the forefront in our independence struggle to drive out the british and could take pride in that. Alas!, we have also taken the lead in driving out hope for a generation or two from our life.

However it is time we as a race carry out a deep introspection of our own intelectual thinking process and our way of life and form of living.

These questions must be answered:

A)Are we a progressive race?

B)Do we understand the word maturity?

C)Can we ever as a collective work together to build something for which our future generations will remain gratefull?

D)Do we really care for our future generation?

E)Are we in tune with the modern day world or can we ever change and be called a progressive race?

The singur conclusion is nothing but a reflection of how bengali society acts on a regular basis. The political dispensation is nothing but a manifestation of the same. As a race we are already known as "Chalbe Na", "Manchi Na", "Manbo Na" race. One should not also be surprised if we are also started being called as "Jhagralu", "Ghadhey" and the like. The fault lays squarely at our feet.

What we require is another Rammohan Roy, Vidyasagar, Vivekanada, who will show the light to integrate with the modern world and start thinking and doing work in a mature way. We badly need another Bengal Renaissance.

Take my words, Tatas are not going to leave Singur as they have done so at other places also. What ever Ratan Tata has said, he has acted opposite, particularly in the matter of SINGUR.

Even if they leave Singur parmanently, hell is not going to break or sky is not going to fall on the West Bengal by the statement of Ratan Tata that they are moving out of Singur. I see this as a game plan to further play with the sentiments of the people of the state on the eve of festival days. No where on the earth Tatas are going to get the facilities that they have managed to buy at West Bengal. The bullish attitude of Ratan Tata is full of proud as if without him West Bengal will be on the roads. Tatas are frustrated also because of their gross failure to break the moral of the agitating farmers or buy those persons who took leadership initiatives. As is the habit of Tatas, I am sure; they will not leave Singur and will be back with one pretext or other.

While we talk of every other thing, we do not care to even discuss what has happened at SINGUR in all these days. The way the farm land has been forcibly taken away from the farmers, the way the brutalities have been committed by the state police on our own people, the way they have been physically assaulted causing serious injuries, restricting the freedom of movement and imposition of section 144 to sabotage assembly of the victimized villagers are all the issues that cannot be ignored. The cries of helpless teen aged peasant girl Tapsi Mallick are still in the air reminding us of how brutally she was dragged, assaulted, raped and burnt alive within the forcibly possessed fenced area occupied by Tata Motors. Tapsi is also one amongst us who had a long future but crushed in the wheels of so called development.

This is the time to think to learn a lesson to understand the mistakes made so far that has resulted in the fiasco. Any deal inked should be in total transparent manner. No industrial corporations. How much powerful they may be, should not be allowed to play blame games to hijack the sentiments of the people. We are living in the 21st century, in an era of globalization and economic liberalization in the largest democracy of the world. In order to call us as a progressive race:

 We must learn to respect the rights of others more particularly of the poor.

 We must learn to think in a larger perspective for the welfare of many and not of few individual greedy persons.

 We must respect the rights of others and not to bluntly intrude in to those rights by misusing the official power and political influences.

While we talk of our responsibility to our future generations look out for development, how can we ignore

 Almost half of our population who are living below the poverty line for whom two square meals a day is a luxury. They do not need any thing else than to have enough sources of livelihood that can support them. .

 Those poor persons who also have equal rights being the citizens of the country. We can not segregate them or keep them in isolation, from the process of development. For a small car project with little investment of Rs. 1000 Crore, that can at best generate employment to about 500 persons, how can we snatch away the livelihood of thousands who used to earn living on farming.

Now it is the duty of the state to finally come in to action by dealing with the Tatas in similar manner as they have dealt with the unwilling farmers of Singur. Now after the very clear public announcement by Ratan Tata that they have finally decided to move out of Singur, it is the duty of the state to invoke the powers in their hand by canceling the lease deed and return the land of the unwilling farmers.

It is also time to think over the alternatives and one such can be to plan an agro based food processing unit using potato as raw material and making the farmers partners. But it appears that there is no political will of the state to look at alternatives and will still run behind Tatas who have managed to project them as one of the most reputed corporate house of our country but the facts are otherwise. It is now time that people should see the real face of house of Tatas.

pravin patel..You have every right to blame State government. You have right to ask questions on the state government. You dont have any right to ask questions on what TATAs are doing with the land, for they didnt deal with you/land owners directly.

And if TATAs leave, there is nothing thats going to effect for you, but there are people for whom a lot could be lost. You will never understand that. When ideologies take over thinking, one feels he is a great thinker..thats the state you are in. End of the day Singur people are going to suffer more than, what they used to be.

Now that the Tata has quit Singur it is time for all of us to ponder over a very pertinent question "what Development means after all?" The state of West Bengal has been lagging behind in every aspect of Development; leave alone Industrialisation. The faulty policy of the Government has left the state devoid of any plausible achievement in any sector. Agriculture, the sector being bosted of for doing wonders in the state is actually in a state of mess. Despite being blessed with the most fertile land of the country, the average yeild of crop [be it paddy, wheat or whatever] in West Bengal is far below the National average. Most of the agricultural lands are being irrigated by digging deep and shallow tubewells on private effort since the irrigation department of the state is a nonfunctioning entity. Now, the overzealous attempt by the CPI(M) in developing industry in B erngal has backfired. Inefficient Govt. machinery coupled with too much banking upon the muscle power of the ruffian cadres have messed the entire effort. Half educated ministers with their equally qualified steward thought that they could push through their faulty industrial policy through reigfn of terror with a new weapon of industrialisation: Rape and Murder. This will never pay.

For all those people, who were saying Tata wont leave Singur ... this is a headline u shud read ..."Tata to roll out Nano from Gujarat"...... They hv already decided the place and land transfer will happen within this week itself. So the one who think Tata cant withstand the blow of loss .. the lesson is they can and even they can sue the Govt for loss of money. And they will get the money according to SC ruling....so nothing is lost for them only time .. which they are trying to win over... and also to Mr Pravin Patel .. so finally u hv ur last laugh .. cause the car will be rolled out from the Patel Land itself. Also when u r vehemently against the concession given to Tata's.. read wht Gujrat administration hass said in Times of India - ""We had to relax our rigid stand considering the fact that other state governments were going all out to roll the red carpet for the Nano plant. I think not ... yes there may be issues which need to be resolved but saying 300 acres return is the only solution is not the answer. I think Oppn. cud hv used Govt offer of 70 acres as a chip and bargained for more money and who knows if they were willing to come down from demand of 300 acres they could get around 100 acres and double money. Anyway ... after the Tata Pull out hv u seen any TMC leader of repute to go to Singur ... no they are busy with Puja .. Even Mamta has said tht she will meet the farmers at Kolkata and then take them to Delhi ... Cause Singur cant promise her media time anymore .. so its better to leave them on their own. The perfect TMC way... Anyway .. now the money is gone and the unwilling ones hv nothing to fall back cause this land can not be returned .... Under SC ruling acquitted land can not be returned to owner. The 70 acres land Govt offered was after development and under lesse only. So now its wait for famine ... cause days are not far ....

Yes, you have raised a point that do we have any right to ask questions on what Tatas should do with the land at Singur. Naturally it is the state who dealt with Tatas and the deal is secret even now. Why? The deal is for a particular project and that project is now abandoned, as it appears today. The land acquisition act, 1894 has been used to forcefully acquire the land of the farmers in the name of Public Purpose for setting up of a car plant by the house of Tatas. When the private interest of the Tatas is treated as Public Interest, and the state has used all its machinery and spent lots of money to acquire those lands and handed over to the Tatas the matter automatically becomes public, as such it is public has every right to ask for the proper use of the land acquired in the name of Public Purpose. What is wrong, if I demand cancellation of the lease deed, if the purpose for which the land has been allotted on lease stands defeated.

Moreover, there are serious doubts regarding the need of large area of nearly 1000 acres for the small car project. The way favours have been granted to the Tatas, there should not be any doubt that without doing any homework, agreements has been blindly signed on the terms dictated by Tatas. The state never bothered, even to consult the farmers whose land was involved in the deal. Those who are responsible for their welfare have betrayed them at their back. Why poor people should suffer for the mistakes committed by the state? is a question that we must ask.

I share the news published in the leading financial news paper “Business Standard” New Delhi edition, that is relevant in the matter.

I would also like to inform here that an international organization working for the rights on food has prepared a 40 page dossier titled “GOVERNMENTS, CORPORATIONS AND HUMAN RIGHTS IN INDIA- The House of Tata” This is going to be published within next few days.

At the heart of various anti-industry agitations is the fact that governments and companies are joining hands without consulting the people whose lives these deals will impact.

If A signs a contract with B, is it binding on both? Sure. But if the pact says that B will build a house on land belonging to C, will the deal still be sacrosanct?
Tata Motors signed a similar deal with the Bengal government concerning land belonging to the farmers. It now expects the government to stick to it as if it were holy writ and refuses to return the 300 acres of land the farmers are asking for.

While Tata Motors can go to court and fight the government for going back on its word, so can the people of Singur. But unfortunately, the law itself conspires against these people as under the Land Acquisition Act, 1894, it is a given that all land belongs to the government under the principle of eminent domain and the government can take it back whenever it feels it is for public purpose.

In Singur, the West Bengal Industrial Development Corporation, on September 25, 2006, acquired 1,000 acres of land under the Act.

The land, which was fertile and under cultivation, was taken in lieu of compensation. Owners of 400 acres of land refused compensation.

Tata Motors signed the deal with the Bengal government in 2007. The deal, being held sacrosanct now, is not in public domain. In fact, Tata Motors this week went to court to stop the Bengal government from revealing the “secret’’ contents of the deal to the people saying it would harm the company.

How can a deal between two parties which applies to property held by a third party be kept from the latter? Tata Motors now says that the government cannot tamper with the deal and the land allotted to it cannot be taken back.
Governments have in the past realised their mistakes and nullified deals.

The Sikkim government this year cancelled 11 hydel power plants that were allotted to various private companies. Two of the projects were cancelled because the Lepcha tribals continued to oppose these with relay hunger strikes for over 450 days. Four projects, Rangyong and Lingzyamm, Rokyal and Ringpi, were to come up in the Dzongu mountain, which is the native land of the Lepchas, besides falling inside a wildlife sanctuary. All the affected companies are said to have gone to court against the government, though no land has been acquired for any of these projects. The decisions may be annulled again.
The fault lies in poor
investigation prior to the signing of the deals.

Governments are being caught unprepared again and again in situations where they get into deals concerning property belonging to the people without doing their homework. In the case of Tata Motors, the company admitted that it was assembling the Rs 1-lakh Nano car at various places and not just in Singur. That should have alerted the government into questioning the need for 1,000 acres of land at Singur.

Had that been done, the current stalemate and conflict with the people would have been avoided. Whether it is land acquired by Tata Steel in Kalinganagar, Gopalpur or Lohandiguda, or being acquired by ArcelorMittal in Orissa and Jharkhand, or by Vedanta or Posco, each of these is being opposed.

The deals are questionable as they leave out the party to whom the land belongs. Should the common man come into the picture only when a few deaths take place, as in Kashipur or Kalinganagar, or if a politician makes it his or her battle, as in Singur?

Tata has not yet withdrawn from Singur and will not do so. I had also made it clear that only half of the Nanos will be manufactured at Singur and rest half from many locations spread all over India. This was not told at Kolkatta where it was repeatedly emphasized that the ancillaries must be with the main plant or else the cost will rise. Even Tatas were not prepared to locate those ancillaries across the road.

Tata smartly avoided to answer on their future presence at Singur at the press conference at Ahmedabad but confirmed that the mother plant will be at Gujarat and five or more assembly lines at different locations. No body should be surprised to see Singur as one of that location.

Where are the financial losses for Tatas at Singur? It is the state to see their accounts how much they have spent in addition to Rs. 200 Crore given in cash about two years back. The root cause of trouble at Singur is the neglect of farmers and intrusion in to their fundamental rights, and that problem still persists.

We have a set of things in front of us to compare.

1. Singur land has been acquired by Govt. at about Rs. 7.5 Lakh per acre and given to Tatas very cheaply. Where as Modi stated at the press conference that Tatas will have to pay more than the market price. When asked what is the price, quick was the answer Rs. 50 Lakhs per acre or more.

2. Gujarat has a set of rules that is already in practice and are for all. The deferred payment that was given for thirty years by West Bengal has been reduced to Twenty years at Gujarat.

3. Singur is 997.6 Acres for Tata Motors plant plus ancillary units with investment of about 1500 Crores where as at Gujarat, they are being given 1100 Acres of land and are required to make investment of Rs. 2000 Crores. Tatas are to make best of educational facilities and create other infrastructures that will facilitate education from KG to the topmost positions in professional managements in various fields. This has to be created in those 1100 Acres of land. Nothing of this sort was obtained from Tatas by W.B., where Tatas managed to get every thing on the earth where as at Gujarat, it is give and take policy of Modi.

I am definitely against the concessions given to not only Tatas but all big industrialists who must come up on their own. Relaxing policy decision is accepted but granting of huge monetary concessions without securing any thing in return for the welfare of the people is not at all justified. There are many areas in Gujarat where 20 years exemption in VAT is for all and is not for Tatas only. What is relaxed is that the said exemption has been also made applicable at Sanand. Engine parts for the Nanos were to come from Rajkot and that Rajkot is near to the present site. Mumbra port is also not far away from where the Nanos will be exported to Latin American countries by the virtue of their 50: 50 joint venture with FIAT of Italy. The site has also played an important role. Naturally politics is also there. Same Rajnath Singh who sat on dharna on the road at Expressway, in support of Mamta Banerjee’s hunger strike and stated against the government decision to take over farm land of the singur farmers is maintaining silence when the land of the agriculture university is given to Tatas.

West Bengal Government had to go out of the way to bootstrap industrialization of Bengal, why the f**k don't you understand this simple thing? The Gujarat model does not work here because 80% of the land is agricultural and that too very fragmented. A land map is of no use in Bengal since that will only show huge pockets of fragmented ownership.

Dear all

It is unfortunate to see many sharing views that the small car plant of Tatas will change the things for the better to solve the huge unemployment crisis that hovers in the sky of the state.
Many also see Nano as the cheapest car to be built with indigenous technology, they must know that it is the result of the 50 : 50 joint venture with Fiat of Italy, whose refined model is named as Nano.

Why Tatas wants to locate its plant near Port is because of its commitment with Fiat who has a ready market for small cheap cars in Latin American countries. A large portion of the Nano to be manufactured in India will go to those market taken care by Fiat of Italy. Those who see house of Tatas as one of the most respected corporate house in the country, do not know many facts. With open mind to accept things on its merit value, many will have to rethink.

There are also many who with biased attitude are not able to digest the facts on its face value. Instead of arguing on basis of logic and counter arguments, takes the shelter of cheap words and play political blame game. We can not glorify any agitation which is violent but when the peaceful demonstrations are dealt with heavy hand by use of blunt force misusing the police, it must be condemned in the strongest possible words. What is development for few is total destruction for many. This can not be accepted in a civilized society.

I agree that it is now time to ponder over the pertinent question :Why the state of West Bengal has been lagging behind in every aspect of Development; leave alone Industrialization ?

Faulty policies practiced by the state for last three decades have been the main reason to bring us close to the crisis that we are facing now. Mistakes of last many years, cannot be corrected with one Singur, from which also many lessons are to be learnt. When you rush in to do something in haste without doing any homework, accidents like Singur are bound to take place. Much more is to be done and to be done in a planned way by taking people in to confidence and not merely on the blunt misuse of power and police, behaving as a bully. This has worked as fuel to the fire.

What is needed is to bring up the quality of lives in the people and that can not come until and unless purchasing power of the people at large is not increased. When we talk of other developed states, we must keep in mind that only on the strength of their rural economy based on farm sector, they are able to build the industrial empire. This is not the case with West Bengal. Agriculture and Dairy has contributed a lot to bring smiles on the faces of farmers of Gujarat, Haryana, Punjab etc
We must accept that the main reason of state lagging behind is due to the disturbance in industrial climate practices for almost three decades by directly supporting a series of agitation of workers, farmers and employees, we now try to have an investment friendly face. It is good that though lately, Marxists have realized that the losses caused due to their wrong policies must be corrected but to correct them, you need to change the attitude and behavior and until and unless you don’t do that nothing much will change.

"New Delhi, Oct 11 (PTI) With Tata scrapping its Nano car project at Singur, the farmers' land restoration movement spearheaded by the Trinamool Congress (TMC) and SUCI is now pushing the West Bengal government to get a fresh industrial project at the Nano site.
A rally with this purpose is planned for Sunday at Singur by the Singur Krishi Jomi Rokkha Committee, which will see participations from both the parties and locals attending.
"The site where the Tata plant has been built is no more arable. So we want the government to get some other industrial project to run from the site," SUCI's state secretary and central committee member Prabhat Bose told PTI on the phone.
"Vendors who had set shop for the Tata project are also under duress as many of them had taken loans and are now not in a position to pay back their dues," he added.
Clearing its stand the Trinamool Congress chief Mamata Bannerjee earlier stated that they are not against any industrialisation as long as industry conducts its business alongside agriculture.
Elaborating the future course of the movement Mamata Bannerjee said the demands are now for jobs.
"Where will the landless farmers go now? We want the government to provide jobs for all those who have sacrificed their land for the Tata project and for the local youth," she told PTI on the phone.
"The movement also demands that the government returns the land to all those who had refused compensation. We are standing by our claims," she said.
Mamata, however, refused to comment if the movement is facing any flak from the masses after the Tata project slipped out of the state."

Saifuddin Choudhury of PDS said " After Nano factory went to Gujrat we are still unable to realise the quantum of disaster for our state; this gives me the maximum pain. They cannot understand that after Nano in Gujrat any other plant in another state will be the second one. The developmental work for the Nano has been going out for more than two years now, before Tata and FIAT became partners, most of it has been in close contact with companies like Bosch and Denso. The sheer stupidity of the idea is the fact that, as per your theory, FIAT, a company that only recently has managed to regain lost ground in world markets, will choose not to publicize its association, 50% as you claim, with a project that is being looked at with bated breath by the automobile fraternity the world over. Talks are on with FIAT to help market the cars overseas and to provide after sales support. Now I'm not going to argue with you over what happened at Singur, or about the ethics of the matter,nor am I going to get into the entire development discussion, but I am going to tell you this, people like you are one of the biggest evil that faces our country today, people who are opinionated, and will not refrain from fabricating information just to try and get their point through, you people aren't even worried about the fact that some people might actually believe you, its not just about the FIAT Tata thing but about your general attitude, it is down right disgusting. The WB govt will give a grant of 200 crores at interest of 1%! WBIDC additionally will provide loans every year "for amounts equal to gross VAT and CST received by GoWB in each of the previous years ", that is Tatas will get back what ever taxes they have paid. the money won't come from Buddhdev's pocket, but from ours.

BTW, while you are sobbing over missed job opportunities in Singur, answer the peasants who said, very rightly, "babus from kolkata will get the better paying jobs in the factory. Why should we think of them?"

But hey, Who cares if lower class peasants are shot and fertile land is destroyed, as long as the great Indian middle class can dream of Tatas giving them big jobs with big salaries?

Those who are critical about West Bengal's future under communist rule should read a news report published in today's The Economic Times. The report says: " Andhra Pradesh and West Bengal have emerged as the country's top two investment destinations for domestic private sector firms, with the southern state being the only area to have attracted capex plan commitments in excess of Rs one trillion in the first half of 2008.

Andhra (which attracted Rs 1,08,559 crore investment) is followed by West Bengal with total capex plans commitments worth over Rs 93,000 crore during the same period, according to a latest survey by industry chamber Assocham.

The figures are for the period before the domestic conglomerate Tatas pulled out their ambitious Rs 1,500-crore Nano car project from the state."

For those who are interested to know, Capex plan means Capital expenditure which is the total amount of money to be spent by a company to acquire or upgrade physical or technological assets. It should also be noted the amount of investment mentioned will be done by Indian companies, not overseas companies.

Our state has avoided a financial disaster called NANO PROJECT.
Forget about 200crs @ 1%/yr interest or few more crores @ .1%/yr interest now take this-----
WB govt has agreed to provide electricity to NANO project @ Rs3/unit.And TATA would give at most 25 paise extra for every 5 years(i.e.5paisa/yr).And the rest of the increased rate will be compensated by the wb govt[written clearly in the agreement].
Present rate of electricity is
Rs.6.18.If the cost of unit increases @10%/yr(which is a normal trend)
then AFTER 40 YEARS-----
other factories will pay Rs.280/unit and
TATA WILL PAY RS.5/UNIT[rest Rs.275/unit will be paid by wb govt].
AFTER 60 YEARS -------
other factories will pay Rs.1880/unit
TATA WILL PAY Rs.6/unit[rest Rs.1874/unit will be paid by wb govt].

BRAVO WHAT AN AGREEMENT!!!!!!!!

If the NANO plant would have produced 3-4 lakhs car/yr then just imagine the scale of financial burden on account of electricity itself.

Some people out here advised to learn simple economics-----------
I request them to learn simple arithmatic.
Then calculate from the published portion of the agreement
and see
WHAT A FINANCIAL DISASTER THIS COULD HAVE CAUSED to our state.
Frankly speaking a major portion of the state's revenue was scheduled to subsidise THE NANO PLANT and

The way MR.Ratan Tata has praised BB and slaped MB proves it beyond any doubt that THERE IS A HIDDEN AGENDA OF CPM BEHIND THE DRAMA CALLED 'SINGUR'.

It is also clear why TATA & WB govt. are dead against publishing the agreement in full.

If the CPI(M) and the TATAs had a hidden agenda in scuttling the Singur Project, why did Dr. Mamta Banerji and her goons dance to their tune? She could have let Singur survive come what may.

However, I wish Dr. Banerji becomes the next CM of WB just to know whom she can get as her ministers (say Home: Partha?? "I will burn down the state" or say Education: Madan?? - who just started learning to count one-two-three at Singr) and what ministries her illustrious brothers are offered.

Mr. Anbas should have come up with valid counter arguments and logics to prove his case rather than a self imaginary illusion to see others as searching for escape route etc. He should be rest assured, if he comes with valid counter arguments, I am ready to go to any length till I am proved that I am wrong.

I have also studied various aspects of the House of Tatas and based on my analysis, I again state that Tatas are not going to leave Singur. Even to day they are at Singur and will stay there with some program or other. This is not the first time that Tatas have done so, they have played with the sentiments of the people before and are doing even now. Tatas are expert to use their sweet relations on the authorities to get their work done. Singur is no exception. One of the proposed five assembly lines may be at SINGUR.

Vendors have their business interest with Tatas and they joined hands to make quick money where state had every thing to loose and nothing to gain. There are news that coming under pressure of the vendors who demanded to compensate their losses, Tatas have assured them that they will do so within next few months. But what is surprising is that even now, when the horses have run out of stable, government is yet to awake from the sound sleep.

As far as my understanding of Mamata Bannerjee’s stand is that she wants both industries and agriculture to grow together but definitely not at the cost of killing farm sector. The very selection of the land of Singur by the Tatas and the blind endorsement by the state to gift the fertile land of Singur in itself is the blunder. When you drive with both eyes closed, accidents like SINGUR are bound to happen. How Mamta or any one else who demand jobs for the farmers who have lost their only source of livelihood? Neither their land is returned nor are they provided with any succour. I am also with those farmers.

There is a point in the comments of Mr. Anbas about the reported news as published in the Economic Times. When the state of West Bengal has emerged as one of the country's top investment destination, with about Rs. 93000 Crores to be invested, why so much noise is made for a small imaginary investment of Rs. 1500 by the house of Tatas?

I have stated earlier also that for a fifth generation industrialist, whose begging bowl has been filled with huge sops and gifts by the state, and handing him the land virtually free though acquired at the cost of tears in the eyes of many poor farmers but has no shame to say that even though he has invested 1500 crores !!!

Land virtually gifted for free, 200 crores given in cash by the state keeping secret from the people, agreeing to pay the Excise Duty and also corporate income tax for 10 years, and many other monetary concessions that spreads for thirty years and the vendors are claming to compensate their losses, where is the money worth 1500 crores invested by Tatas ? Lies after lies.

It is now very much clear that Tatas and Buddha babu are playing games to bring the image of Mamta down amongst the voters of the state. I would like to state that there are serious doubts on the role of the decision makers who blindly accepted the conditions of the deal with the Tatas to hand them every thing on the earth that the Tatas demanded. Even a lay man can doubt of an unholy underhand deal to buy such huge favours and monetary concessions that Tatas have managed successfully in his favour even at the cost of money of the poor people of the state. The actions and reactions of Ratan Tata are like that of a bully who has no respect for the rights of the poor people of the state.

You feel that I haven't understood what you meant by technology, but then going by the first line of your reply you seem to have understood what I have stated but have chosen to disregard it in order to continue your subterfuge. Let me reiterate what I said earlier, Fiat comes into the picture for the Nano only for exports wherein they will assemble the car in the European and South American markets. Even this has not been confirmed, unless you have some 'inside information', the only article that you have referenced, by Bezzi, Daniela and Popham, Peter, I have tried to find online but I couldn't. But you have to understand that few people are going to take articles from these authors at face value. Most of what they have written so far has always been influenced and dare i say biased by the causes they support, which does not take anything away from the work they have done.

But this again brings me to my earlier point; please ensure that you don't post unverifiable facts in your over-zealousness. I hope an individual of your stature will understand. That my previous posts were harsh cannot be denied, point taken sir. But please ensure that you consider my point as well. And before you go ahead and categorize me as some elitist idiot, I'll tell you something that I wouldn’t have otherwise, my largest area of research at the moment happens to be micro-finance organizations and how their reach can be furthered.

was planned as a rescue mission of CPM in the forthcoming loksabha election.
